PORTLAND, Maine — The National Oceanic and Atmospheric Administration (NOAA) is preparing to unveil changes to its longstanding vessel speed regulations aimed at protecting the critically endangered North Atlantic right whale, which numbers under 400 individuals and is primarily found off the East Coast. These rules mandate that large vessels reduce speed during specific migration periods to prevent fatal collisions, a significant threat to the species. The proposed amendments have been criticized by environmental groups, especially following the confirmation of a 3-year-old female whale's death off Virginia, which advocates fear could further jeopardize the future of the species.
In a recent statement, NOAA indicated its intention to announce deregulatory measures designed to 'modernize' protections for the right whale. The agency aims to ease regulatory and economic burdens while claiming to still uphold responsible conservation practices.
The proposal, meant to incorporate newer technologies and engineering strategies to safeguard the species, was met with skepticism. Environmental advocates argue that such deregulatory efforts come at a perilous time, with already diminished whale populations. Jane Davenport from the Defenders of Wildlife expressed concern, stating, 'We urgently need more right whale protections, not fewer,' following the loss of another young whale from this critically endangered species.
Right whales migrate annually from breeding grounds off Florida and Georgia to feeding areas off New England and Canada, facing significant hazards from ship collisions and entanglement in fishing gear. Despite previous ambitions by the Biden administration to extend slow zones and broaden the boats affected by the regulations, the final proposal was withdrawn shortly before its intended release, citing the overwhelming volume of public feedback.
