While some specific waivers for essential medical services have been granted, the ongoing issue lies within U.S.A.I.D’s financial assistance system, Phoenix, which has been rendered unavailable for weeks, stalling many programs regardless of waiver status.

The situation has drawn scrutiny, particularly following comments from Elon Musk, appointed by President Trump to oversee aid adjustments. Musk claimed that funding had been restored for Ebola and H.I.V. prevention; however, conflicting internal reports and insights from aid groups suggest that funding for these initiatives remains largely unaddressed.
