According to sources familiar with the matter, these members were particularly alarmed by the actions of political appointees at the State Department, which oversees the program, who they believe are illegally canceling scholarships intended for around 200 American professors and researchers.

The board had completed a thorough selection process over a year and had previously approved these scholars, who were scheduled to receive acceptance letters by April. However, they were reportedly informed that the office of public diplomacy at the State Department had begun sending rejection letters to candidates mainly due to the content of their research. This reversal has caused a stir among the board members, leading to their collective resignation rather than endorsing actions they view as contrary to the law and damaging to U.S. national interests.

Additionally, the board voiced concerns regarding the reviewing of applications for about 1,200 foreign scholars, which were similarly approved by the board. These scholars were also expected to receive acceptance letters, but their status remained uncertain following the alleged intervention.
