Kaine expressed that Americans are wary of another "forever war," pointing to a strong desire to avoid being dragged into extended military engagements.

“It is not in our national security interest to get into a war with Iran unless that war is absolutely necessary to defend the United States,” Kaine stated while introducing the resolution.
