In a bid to facilitate immediate relief efforts, the state of emergency will enable the allocation of crisis funds and expedite repairs for vital infrastructure. These developments come on the heels of torrential downpours that recorded 193mm (7.6 inches) of rain in a mere five-hour period—well above the islands' average annual rainfall.
Deputy Prime Minister Olavo Correia described the flooding as "catastrophic," with ongoing rescue operations dedicated to locating those still missing. The heavy rains have wreaked havoc, severely damaging roads, homes, and vehicles. Ester Brito, an expert from the local meteorological institute, noted that the weather conditions experienced were extraordinary, surpassing historical data averages from the past 30 years.
Reflecting on the chaos, Interior Minister Paulo Rocha recounted a night characterized by "panic and despair." Alveno Yali, a local community organizer from São Vicente, portrayed a scene of devastation marked by heavy rains and strong winds that resulted in substantial material losses.
The Cape Verdean diaspora, particularly in countries like France, Luxembourg, Portugal, and the United States, has mobilized support through crowdfunding initiatives aimed at providing emergency supplies such as food, water, and hygiene products. Andreia Levy, the president of Hello Cabo Verde in France, highlighted the collective effort to deliver aid directly to those in need.
