A fugitive Zambian Member of Parliament, Emmanuel “Jay Jay” Banda, has been apprehended in Zimbabwe, according to officials from Zambian authorities. Banda, who has a bounty of 2 million Zambian kwacha (approximately $72,000; £57,000) on his head for robbery charges, had previously escaped from custody in August while awaiting a court appearance. The escape took place at Chipata Central Hospital, where he had been admitted after his arrest and was under police and prison guard.
During a press conference, Jack Mwiimbu, the Zambian Minister of Home Affairs, confirmed that Banda was detained earlier this week in Harare at a rented flat. The minister stated that the MP will remain in custody until formal extradition processes are complete. He also mentioned that the Zambian government is investigating who might have assisted Banda in his escape and facilitating visits from his wife to Zimbabwe. Mwiimbu expressed gratitude towards the Zimbabwean authorities for their cooperation in the recent arrest.
This incident has sparked criticism from the opposition Patriotic Front (PF) party led by former President Edgar Lungu. PF spokesman Emmanuel Mwamba condemned the situation, characterizing it as an "emerging and worrying scenario" and described Banda's arrest as "an abduction." He urged the Zambian government to adhere to "internationally prescribed extradition protocols," suggesting that extricating citizens from other jurisdictions is a dangerous precedent.
Banda, who has been an independent MP since 2021 after parting ways with Lungu following the loss to current President Hakainde Hichilema, has faced a tumultuous political landscape. The allegations against Banda, including aggravated robbery linked to a theft incident from 2015, are claimed by his supporters to be politically charged. Mwamba remarked that the charges are intended to hinder Banda from revealing details about his prior abduction—a claim that Banda made when he was reported missing in May 2023.
In the past month, several opposition politicians and civil rights activists have been arrested in connection with allegations of abduction and other politically motivated crimes, which the Zambian government denies. Social media discussions suggested that the reports of Banda’s abduction could have been manipulated, a notion that his family has dismissed.
