In brief

In a rare parliamentary appearance, President Zelensky outlined a plan to end the war by 2025, seeking increased Western assistance. Reception from allies has been cautious.

President Volodymyr Zelensky of Ukraine made a notable appearance in Kyiv's Parliament on Wednesday, where he detailed a strategy he believes could conclude the ongoing war by the following year. The proposal, referred to as a "peace through strength" strategy, aims to boost Ukraine's military position to compel Russia to negotiate peace. Central to the plan is an increased dependency on support from Western allies. In his televised address, Zelensky emphasized the plan's potential, stating, "If we start moving forward with this victory plan now, we may be able to end the war no later than next year."However, the response from Ukraine's allies has been tepid. Recent visits by Zelensky to Washington and European capitals to discuss the strategy have yielded limited feedback. General Charles Q. Brown Jr., chairman of the Joint Chiefs of Staff, has expressed skepticism, noting the plan echoes Ukraine's previous requests for more military assistance. Experts suggest Zelensky's address was primarily aimed at bolstering Ukrainian public morale as the nation's forces have been losing ground to Russian troops, affecting national sentiment. "It’s necessary to boost Ukrainian morale today," noted Olexiy Haran, a professor at the National University of Kyiv—Mohyla Academy, highlighting the psychological and political undertones of Zelensky's speech.
