Minnesota's district court ruled DFL candidate Curtis Johnson ineligible due to residency issues, temporarily giving Republicans a one-seat majority. The subsequent legal battle over a special election emphasized the significance of adhering to constitutional requirements.


In a significant legal development, a Minnesota district court has declared that Curtis Johnson, the Democratic-Farmer-Labor (DFL) candidate, is ineligible to assume his position in the Minnesota House of Representatives due to alleged violations of residency requirements. This ruling, which came on December 20, 2024, has temporarily shifted power dynamics in the state's House, giving Republicans a narrow one-seat majority ahead of the 2025 legislative session.

The ruling by Ramsey County District Judge Leonardo Castro found that Johnson did not satisfy the constitutional mandate of residing in District 40B for a minimum of six months before the election. Consequently, Johnson has been barred from taking office, and the court ruled that a special election must occur to fill the vacated seat in accordance with state law.

The fallout from this legal decision has been significant. With Johnson’s resignation, the Minnesota House changed from a 67-67 deadlock to a 67-66 Republican majority, thus disrupting ongoing power-sharing discussions and granting immediate leverage to the GOP in the state legislature.

Initially, Governor Tim Walz had set a special election for January 28, 2025; however, the Minnesota Supreme Court later ruled this decision was premature, leading to the cancellation of the originally scheduled election. The special election was later rescheduled for March 11, 2025, resulting in a conclusive victory for DFL candidate David Gottfried, who defeated Republican contender Paul Wikstrom with an impressive 70.2% of the vote. This outcome restored the balance in the House to a 67-67 partisan tie.

These events highlight the critical importance of strict adherence to constitutional candidacy requirements and the dynamic nature of legislative control, illustrating how legal challenges can have profound implications on the political landscape.
