On 3 November 2026, the Kingdom’s top executive, His Royal Highness Crown Prince Mohammed bin Salman, chaired a Cabinet session in Riyadh. He briefed ministers on diplomatic correspondence from leaders of Malaysia, China, South Korea, Romania and Spain, and detailed phone conversations with President Lee Jae‑Myung, President Nicușor Dan, and Prime Minister Pedro Sánchez. The meeting also discussed maritime security, energy supply, and multilateral cooperation and concluded with the approval of several memoranda of understanding covering nuclear regulation, water resources, labour markets and space policy.

The Crown Prince opened the session by summarizing messages addressed to King Salman and himself from the Sultan of Malaysia, Sultan Ibrahim Iskandar, and a message he had sent to Chinese President Xi Jinping. He then reported on his telephone call with South Korean President Lee Jae‑Myung, on discussions with Romanian President Nicușor Dan, and on the reception of Jordanian Crown Prince Al Hussein bin Abdullah II. These interactions, the Crown Prince noted, were part of the Kingdom’s broader diplomatic engagement to reinforce regional security, safeguard prosperity and maintain stability for its peoples.

Following the diplomatic updates, the Cabinet reviewed international developments and the Kingdom’s ongoing foreign‑policy initiatives in coordination with “brotherly and friendly nations.” The Crown Prince emphasized the country’s unwavering commitment to defending its sovereignty and responding firmly to any threat or aggression targeting its security or the safety of its citizens and residents.

In a statement to the Saudi Press Agency after the session, Minister of Media Salman Al‑Dossary said that the Cabinet examined the outcomes of the Kingdom’s participation in meetings under the Court of the Gulf Cooperation Council (GCC) and the G20. He added that these efforts were part of “supporting multilateral action aimed at strengthening mechanisms for joint cooperation across various fields, serving mutual interests and benefits, and contributing to effective and sustainable solutions to current global challenges.” Minister Al‑Dossary specifically cited maritime navigation security, energy, food security, global trade and supply chains as areas of focus.

Maritime Security and Energy Supply

The Cabinet reaffirmed the Kingdom’s rejection of violations that threaten the security and safety of maritime navigation and global energy supplies. It stressed the importance of urgent action by the international community to ensure maritime security, safeguard the flow of international trade, and enforce international law in this regard. This stance is consistent with the Crown Prince’s broader agenda to strengthen the Kingdom’s role as a reliable energy provider to the world.

Multilateral Cooperation and Memoranda of Understanding

During the meeting, the Crown Prince approved several memoranda of understanding to advance cooperation in nuclear regulation, water resources, labour markets, and space policy. These agreements reflect the Kingdom’s strategy to diversify its international partnerships and enhance its influence in high‑tech and resource sectors. The approval process involved input from ministers across the relevant portfolios and the Crown Prince’s own leadership.

The session marked a continuation of the Crown Prince’s emphasis on strategic diplomatic engagement. By briefing ministers on high‑level contacts with foreign leaders and ensuring the Cabinet’s alignment on key policy areas, the meeting underscored the Kingdom’s intent to navigate complex global dynamics while maintaining regional security and economic stability.
