A tremendous amount of progress has been achieved in talks to finalize a US-proposed peace plan to end the Russia-Ukraine war, Secretary of State Marco Rubio has stated.
However, he cautioned that there's still some work to be done following discussions with Ukrainian and European negotiators in Geneva, Switzerland.
Ukrainian President Volodymyr Zelensky indicated that there were signals that President [Donald] Trump's team is hearing us about the ongoing negotiations.
Both Ukraine and its European allies raised concerns regarding leaked proposals that seemed to favor Russia, which have been welcomed by Vladimir Putin as a potential basis for settlement. Zelensky stressed that Ukraine may face a difficult decision: losing dignity or jeopardizing a key partnership.
Rubio reported that the Geneva negotiations had a very good day as the teams worked to clarify various outstanding issues from the 28-point US plan, and noted considerable progress had been made in narrowing these down.
The Secretary also highlighted that any finalized agreement would require the approval of the Ukrainian and US presidents before being presented to Russia, indicating there are still important issues to address.
Despite media reports of an alternative plan proposed by Kyiv's European allies led by the UK, France, and Germany, Rubio claimed he was unaware of any such document.
In other developments, Trump criticized Ukraine's leadership for showing zero gratitude for the US's role in striving to end the conflict, while pointing out the ongoing European purchase of Russian oil, which supports Moscow's military efforts.
The Geneva talks principally revolve around the US draft, which suggests a Ukrainian troop withdrawal from contested areas, limits the size of Ukraine's military, and includes non-NATO commitments for Ukraine—such guarantees remain undisclosed. The draft also hints at easing sanctions against Russia after a potential peace deal, proposing Russia's reintegration into the global economy.
Control of roughly 20% of Ukrainian territory and slow progress by Russian troops amid reported heavy losses continue to shape this dynamic situation.
As the deadline looms for Ukraine to respond to the proposals, Rubio expressed hope for an agreement soon, describing optimism about reaching a resolution within days.
